After the October 2024 DANA floods, residents of Parque Alcosa (Alfafar) formed the first local emergency and reconstruction committee, and the model spread to Paiporta, Albal, Benetússer, Catarroja, Massanassa, Sedaví, Sot de Chera and València's La Torre. The committees organise neighbours to help vulnerable residents and restore basic services, and they demand that residents have decision-making power over reconstruction. In November 2025 they jointly called for the Generalitat's Pla Endavant to be withdrawn, saying it favoured business interests over public safety, services and transport.
The Sedaví committee, for example, set up an autonomous walkie-talkie network with amateur radio operators, organised shared-vehicle schemes, clean-up days and tree planting, and is drafting a neighbourhood emergency plan. The committees say they do not act for any political party and work alongside the Xarxa d'Economia Alternativa i Solidària (XEAS).
