CJI grew out of the 1974 Elmira case, when two Kitchener probation officers had teenagers meet and repay the people they had harmed. It now offers community and elder mediation, survivor and offender support, prison reintegration and home-sharing across Kitchener, Waterloo and Cambridge, and is taking bookings for its February 2027 facilitated dialogue training.
